What Krasta rajons is and how it is heated

Krasta rajons is not a separate official neighbourhood. The name refers to a narrow strip along Krasta iela and the Daugava that officially belongs to the Latgale neighbourhood. The neighbourhoods portal describes the residential part as mainly Soviet-era housing around Lubānas, Salaspils and Slāvu iela. Along Krasta iela itself there are shopping centres, offices, warehouses, car services and places to eat.

The Riga air quality action programme 2026–2030 says that district heating dominates in the Latgale neighbourhood, but that attention must still be paid to buildings with individual heating here too. In practice this means most flats have no chimney, but every building has ventilation ducts, and some buildings have their own gas boiler or another appliance with a flue.

Ventilation ducts in apartment buildings around Lubānas iela

In a Soviet-era building with district heating, the chimney sweep's main job is the natural ventilation ducts from kitchens and bathrooms. The fire safety regulations require them to be cleaned and checked at least once every 10 years, and at least once every five years in rooms with gas appliances. In an apartment building a certificate is drawn up each time.

The duct check is usually ordered by the building manager or the flat owners' association. During the check each duct is tested from the top with a camera or weight, the draught is measured at the grille in the flats, and the certificate states which ducts are blocked or wrongly connected. If you replace a gas boiler or water heater in a flat

Riga binding regulations No. RD-24-260-sn on heat supply allow an existing appliance in a flat to be replaced with a new one of up to 50 kW that meets ecodesign requirements, without changing the type of fuel. The application to the municipal Heat Supply Commission must include a certificate on the technical condition of the existing appliance, the flues and the natural ventilation ducts. Appliances must be registered with the Riga Energy Agency. From 1 January 2031, installing new individual heating appliances that burn fossil fuel, including gas, is banned in all zones. Businesses along Krasta iela: cafés, car services, warehouses

In the commercial buildings along Krasta iela, a flue usually serves a gas or solid-fuel boiler, a fireplace or bread oven in a restaurant, or an air heater in a workshop. Each has its own cleaning schedule: a brick flue for a gas appliance once a year, a lined or metal one once every two years, a solid-fuel flue by 1 November and, for a long-burn boiler, once more by 1 March.

For a business, the document matters most. The certificate states the property and the owner, the location and description of each flue and the name and number of the sweep's qualification document. Access: Krasta iela, bridges and courtyards

Krasta iela, the Salu Bridge and the Southern Bridge make it easy to drive in, but traffic along the Daugava is heavy, and the car parks at the shops belong to the owner. Being close to the Daugava means strong wind on exposed roofs, and working on a roof in strong wind is not safe.
