A warehouse neighbourhood with a few residential spots

The history page of the neighbourhoods portal says that construction in Rumbula is mainly warehouses and technical structures. The geography page also mentions private houses and the Skelti village with terraced and semi-detached houses. With 829 residents on 698 ha there are few homes here, and they stand next to large hangars.

Warehouses, workshops and car services

In a large warehouse or production site the flue usually serves the boiler room, gas air heaters in a hangar or a solid-fuel boiler burning wood chips or pellets. Car services and workshops may also have metal stoves or oil heaters. Each type has different deadlines:

• Solid-fuel boiler or metal stove: by 1 November and once more between 1 November and 1 March.
• Gas or liquid-fuel appliance: a brick flue once a year, a lined or metal one once every two years.
• Solid and liquid-fuel flues: a technical condition inspection once every five years with photos or video attached.

Tall metal flues on hangar roofs often cannot be reached with ladders. Then a lift is needed, or the flue is cleaned from below through the cleaning door, if there is one. From 2027 a business will need a contract

The Fire Safety, Firefighting and Rescue Work Law, which came into force on 13.11.2025, states that from 1 January 2027 fire safety services, including chimney cleaning and inspection, may only be provided by a person with appropriate professional training and under a written contract. The work is done by a qualified chimney sweep, and the certificate states their qualification document.

Terraced and semi-detached houses in Skelti

In a terraced or semi-detached house each section usually has its own flue, but the chimneys may stand side by side or in one block. If your neighbour burns wood and you use gas, in windy weather smoke from their chimney can get into your ventilation or air intake. A terraced house section with one dwelling, its own roof and a separate entrance is a single-dwelling property, so the owner may clean a solid-fuel flue themselves. If we clean the flue or if the heating is gas, we prepare a certificate.

Private houses with a boiler and a stove

In private houses in Rumbula the work is the same as on Riga's other outskirts: the boiler flue, fireplace, stove, sauna. If the boiler is replaced, you need a certificate on whether the new appliance may be connected to the existing flue before the new boiler is used. Riga binding regulations No. RD-24-260-sn allow an existing appliance in a private house to be replaced with a new ecodesign appliance of up to 50 kW using the same fuel, but changing the fuel needs the commission's approval. The appliance must be registered with the Riga Energy Agency.

Access and price
