If your house was built then, its chimney is most likely brick and built for a stove or a solid-fuel boiler, not for a modern boiler. In the panel estates the job is the ventilation ducts. Cleaning with a certificate costs from €100; we quote the price of a technical condition inspection after looking at the chimney.

Jugla: panel estates and 1950s private houses

The neighbourhoods portal says Jugla is one of Riga's first large-panel housing estates, made up of three districts, and next to them a subdivision for individual housing was laid out in the 1950s. These are two kinds of housing with two different jobs: ventilation in the estates, chimneys in the private houses.

What is checked in an old brick chimney

Yearly cleaning removes soot, but it does not tell you whether the chimney is still safe. That is what the technical condition inspection is for, and a solid-fuel flue must have one once every five years. In an old chimney it goes from top to bottom:

  • Chimney head and crown slab: whether the mortar has crumbled and water is getting into the channel.
  • Height above the roof: whether the top is at least 0.5 m above the roof covering and correctly placed relative to the ridge, because roofs have often been rebuilt over the years.
  • Attic: cracks, soot traces in the masonry joints, the distance to timber beams and whether the chimney is whitewashed.
  • Inside the channel: a camera looks for cracks, fallen bricks and blockages.
  • Lower part: the cleaning door, the flue pipe connection and the floor protection by the firebox.

The result is recorded in a technical condition certificate on the official form, with photos or video attached. More: camera inspection and chimney sweep's condition report.

Cabinet Regulation No. 238 “Fire Safety Regulations”, points 74–76 (inspection once every five years, photos or video) and point 83 (whitewashing the chimney in the attic); LBN 231-15, point 62 (height above the roof). Source: likumi.lv, checked 04.11.2026.

Replacing the boiler in an old Jugla house

If you are putting in a pellet or gas boiler in place of an old stove or coal boiler, the regulations require a check before the new appliance is used, and a certificate stating whether the new appliance may be connected to the existing flue. The old channel is often too wide and too cold for a modern boiler, and then a liner is needed. More: chimney lining.

On the 2025 zoning map, Jugla is in Riga's heat supply zone III. Replacing an old appliance with a new ecodesign appliance of up to 50 kW using the same fuel is allowed in all zones, but if you change the fuel, the type of heating is approved by the municipal Heat Supply Commission. The new appliance must be registered with the Riga Energy Agency.

Buying a house in Jugla?

In an old private house, the chimney is one of the things the seller rarely knows exactly. Before the deal, we recommend ordering an inspection: it shows whether the chimney can be used, whether it needs a repair or a liner, and whether there is a recent certificate at all. The repair costs can then be taken into account in the price negotiations. More: chimney check before buying a house.

Panel estates: ventilation ducts

In the buildings of the Jugla housing estates, heat comes from the heating network, and the flats have no flues. Ventilation ducts are due once every 10 years, or once every five years in a room with a gas cooker, and a certificate is needed each time. In old panel buildings the ducts may be clogged or partly built over during flat renovations, so a ventilation check usually starts with measuring the draught in the flats.

Access to private houses in Jugla

Jugla is easy to reach along Brīvības gatve, but the private house areas are on smaller streets near Lake Jugla and the forests. An inspection needs access to the roof, the attic and the firebox, so in the request write whether the attic can be reached and whether there is a ladder or hatch to the roof.

Frequently asked questions

The chimney is old but draws well. Is a technical inspection really needed?

Good draught does not mean the masonry is sound. A crack in the attic or a fallen brick in the channel may not affect the draught, but it can let sparks and flue gases through where they should not go. For a solid-fuel flue, the regulations require an inspection once every five years.

Will we know straight after the inspection what the repair will cost?

After looking at the chimney we quote the repair price, and the repair is done only if you agree.

We are the sellers. Will a certificate help sell the house?

A recent cleaning certificate and a technical condition certificate show the buyer that the chimney has been looked after and what to expect from it. It is not a compulsory document for the deal, but it often makes the conversation easier.
